WEBI reports do not open in launchpad, if end user is not given access to web based WEBI application in Launchpad - BOBJ 4.1 SP2

We are running into an issue in BOBJ 4.1 SP2 launchpad

We want to customise the BI Launchpad, so that the end user do not have access to the client applications like Webi.

So access to WEBI tool is removed for end users by changing the setting in CMC- Applications- Web Intelligence

But when we do that, the WEBI reports fail to open from our enertrpise portal/launchpad.

The WEBI reports open fine when the Web Intelligence tool is provided access to Everyone from the CMC-Applications.

We do not want end users to use the WEBI tool from the web, but still be able to view the WEBI reprots that they have access to for printing and exporting to excel and so on.

Please advise if you have come across this scenario.
