Crystal Reports 2013 and Dashboard's Service Packs

Does anyone know the correct way to get updates for Crystal Reports 2013 and Dashboards?

I see in SAP note 1999664 that support package 3 had been released (http://service.sap.com/sap/support/notes/1999664)

However, none of the links work for me. Error code: SAPSMPDL1-20140515233124-0015

I've tried SAP support but they refer me to my seller and then the seller tells me that the packages aren't available there because maintenance/support contracts only cover Crystal Reports Server.  So, I'm stuck in an endless loop.  Anyone figure this one out?
