Allow the creation of folders in Promotion Management but not public folders

Hello all,

We're working on a locked-down access level that should have access to all things promotion-related, but nothing else. We need the Content - Folder - Add Objects To Folder right in order to create new promotion job folders in the Promotion Management area of CMC. Unfortunately, it also allows the user to create folders in the Public Folders area.

I don't see a way to allow one but not the other. Granting the Application - Promotion Management - Add Objects To Folder right doesn't let you create promotion job folders. Can anyone help?
