While Installing IPS, I get the following error ( Our DB Host is Separate and it is verified that TNS Name is correct, Ping to that Host and TNS is successfull + Listener is also running and DB is Operational )

Everything is verified i.e. Schema / User Name and Password is Correct + SQL Connect to Schema is Possible and ping from both the end is tested ok.
Since we are using Tomcat : LD_LIBRARY_PATH is pointing only to oracle client on local IPS Host.
Pl. suggest what could be the Remedial Action here ? Thanks for your time and effort on this.
