Suppress the "Design" menu and still keep Track, Drill, Filter bar and Outline buttons

Hi,

when I grant the right "Reporting-enable formatting", apart from Track, Drill, Filter bar and Outline buttons, the "Design" option is also enabled which allows end user to access the available objects, ability to create new Input controls and  variables.

We don't want to give all of that to the end user, We just need Track, Drill, Filter bar and Outline buttons available.

IS there a way to suppress the "Design" menu and still keep Track, Drill, Filter bar and Outline buttons.
