User configuration: How to set preferences for several users at once

I know this issue has been discussed in a few threads already, but maybe someone can answer me the following:

We are using WebI on BI 4.0 SP4. In our productive environment we have users, that open reports via SSO in EEP, they aren't able to connect to Launchpad. What we need now is for all users, to open reports exclusively in view mode "Rich internet application".

Does anyone know how to set the view mode globally for all users?

Where does the default setting come from? I've tried setting it in CMC with the administrator account, without success.
