Access Denied, no right to Designer Applicaiton

Hello Expert:

   Just installed my Data services package for BI 4.0. And when trying to log on to CMC using Administrator user. I get error messages.

   "Access denied: no right to the Designer application Contact your administrator or try another user". I have added full contract rights to Administrator in every group. But I do not see a information designer tool or data service designer tool in my CMC"

    Any help will be greatly appreciated! Thank You!
